Revitalizing Communities, One Home at a Time

With an estimated shortage of nearly 20,000 affordable homes for low- to moderate-income households, addressing the housing crisis is an urgent priority for both the city and county. This shortage has left countless families struggling to find safe, quality, and affordable housing amidst rising demand and limited supply.

Through our Real Estate Development (RED) line of business, ICHDE is committed to ensuring that every individual and family has access to housing that is safe, sustainable, and affordable.

As one of the largest nonprofit affordable housing developers in Delaware and a leading Certified Community Housing Development Organization (CHDO), ICHDE is dedicated to meeting the housing needs of low- to moderate-income families.

With over 50 years of experience and a track record of developing more than 1,500 affordable housing units, we have partnered with the City of Wilmington and New Castle County for over two decades to revitalize communities and provide housing solutions.

Our development activities span the revitalization and rehabilitation of existing properties, as well as the construction of new affordable housing units to serve underserved communities across Delaware.

Beyond creating new opportunities, the RED team also manages and maintains properties within ICHDE’s Asset Management portfolio, preserving affordability and ensuring long-term sustainability for rental housing stock.

    Revitalization Projects

      • 23 units of affordable rental housing at Arbor Place III supported by New Castle County ARPA funding.
      • 36 units of affordable housing at Overlook Colony in Claymont supported by New Castle County ARPA funding.
      • 55 scattered-site units in West Center Place, Wilmington supported by FHLBank Pittsburg AHP grant funding and Welfare Foundation grant funding.

    New Development Projects

      • Twelve (12) 3-bedroom, 2.5-bath, single-car garage homes in Townsend for LMI households supported by NCC HOME funding.

    Our latest development project:
    Townsend, DE

    Six years of collaboration culminates in milestone achievement for affordable housing.

    What started as a University of Delaware graduate student project documenting vacant properties in Townsend’s “Old Town” reached a major milestone in late July 2025, with the ribbon-cutting ceremony for the first of 13 new affordable homes on Gray Street.

    Each home in this thoughtfully planned development will be sold to income-qualified buyers earning 80% or less of the area median income, offering working families the chance to build wealth and stability through homeownership.
